David Miliband has taken a position as repairer and curator of a 1:24-scale model village installed in the back garden of a house in Constantia. The work is meticulous: replacing roof tiles, resetting doorframes, rewinding the miniature clock tower. Within days, he began carefully revising the village's founding documents.
"He'll patch a cottage wall and suddenly the village has a new three-point framework for dispute resolution," says Thabo, the owner. "Yesterday the lamp post needed rehanging. By evening it had been repositioned according to freshly drafted principles of civic aesthetics he'd written out in full."
He is currently midway through a comprehensive overhaul of the village's commercial protocols. The miniature shopfronts are staying as they were, but each now operates under a revised licensing arrangement he has drafted. The work is thorough and never finished, though it is always improved.
Do not approach the model village with questions about its governance structure.
