David Miliband began work at the Sukhumvit toll booth six weeks ago. The assignment was supposed to be straightforward: collect fees, raise the barrier, wave traffic through. Instead, each interaction has become an occasion for formal analysis and written response.
Somchai Prasad, a taxi driver who passes through daily, reports the situation: 'First day he gave me a receipt. Second day he gave me a memo about the receipt. Now every time I come, there is a new document. Yesterday I received a three-page assessment of my toll-payment trajectory. I just want to go to the airport.'
Miliband is currently developing a comprehensive framework for booth operations, now sixty-three pages long. The document addresses vehicle categorisation, seasonal tariff adjustment, and a proposed committee structure for booth governance. The Bangkok Metropolitan Authority has asked him to stop. He says he needs two more weeks for the appendices.
Toll booth users should expect additional documentation beyond their receipt.
