The council's bin and parking helpline has begun playing a low, murmured brood between the pre-recorded apologies, along with a faint sound of a lighthouse and some seagulls. Robert Pattinson has been identified as the source. He has been ringing the line from a phone box beside Sutton Valence cricket pavilion, politely requesting it back.
Kent County Council has received 212 complaints and 190 compliments, several from the same callers. One resident wrote that her recycling query was 'the most gripping eleven minutes of my winter'. Another asked whether the long coat sound could be turned down during the pothole menu.
Staff have tried switching the line off and on, replacing the track with a pan-flute rendition of a Twilight theme, and asking the brood nicely to leave. It declined each time, and the pan flutes have since begun to brood as well. Mr Pattinson is holding at position 6 and says he is fine to wait.
Please remain on the line and avoid sighing at the recording; it sighs back.
